PUBLIC CHARGE

The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens.  At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.  All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate.

4.  Consent Agenda

a.      Minutes

The Board will consider correcting and/or approving the minutes from April 6 and 8, 2010 as submitted by the Clerk to the Board. 

b.      Appointments

c.       Property Tax Refunds

The Board will consider adoption of a refund resolution related to two (2) requests fro property tax refund in accordance with N.C. General Statute 105-381. 

d.      Property Tax Releases

The Board will consider adoption of a resolution to release property values related to fifteen (15) requests for property tax release in accordance with N.C. General Statute 105-381. 

e.      Application for Property Tax Exemption/Exclusion

The Board will consider one (1) untimely application for exemption/exclusion from ad valorem taxation for the 2009 tax year. 

f.        National Historic Preservation Month

The Board will consider approving a proclamation designating May as National Historic Preservation Month and authorize the Chair to sign. 

g.      Older Americans Month Proclamation

The Board will consider approving a proclamation and join federal and state governments in designating the month of May as Older Americans Month as a time to honor older individuals for their contributions to society and the Orange County and authorize the Chair to sign. 

h.      Impact Fee Reimbursement Requests

The Board will consider approving an impact fee reimbursement request from Habitat for Humanity of Orange County, NC, Inc. for $6,000 for two new homes and a request from the Community Home Trust for $6,092 for one new home in Carrboro. 

i.        Orange County FY 2010 HOME Program Action Plan

The Board will consider adopting a resolution approving the proposed HOME Program Activities for 2010-2011 and to authorize the Chair to sign; and to authorize the Manager to implement the HOME Program as approved by the BOCC including the ability to execute agreements with partnering non-profit organizations after consultation with the County Attorney.

j.        Orange County Consolidated Housing Plan

The Board will consider adopting a resolution approving the 2010-2015 Consolidated Housing Plan for Orange County, N.C.

k.      Legal Advertisement for Quarterly Public Hearing – May 24, 2010

The Board will consider approving the legal advertisement for items to be presented at the joint Board of County Commissioners / Planning Board Quarterly Public Hearing scheduled for May 24, 2010. 

l.        Congestion Mitigation and Air Quality Project C-4932

The Board will consider budgeting $4,055 in Fiscal Year 2010-2011 to provide the required 20% local match for a Congestion Mitigation and Air Quality grant for capital improvements. 

m.    Orange County Hazard Mitigation Plan Update

The Board will consider approving a resolution adopting the Orange County Hazard Mitigation Plan Update as approved by the Federal Emergency Management Agency (FEMA).

The Board will consider approving the 2010 Schools Adequate Public Facilities Ordinance Technical Advisory Committee Report and certify portions of the Report. 

b.      Adoption of a Code of Ethics for the County Commissioners and Consideration of Recommending the North Carolina General Assembly Amend or Repeal Portions of Session Law 1987-460

The Board will consider a recommended Code of Ethics to guide the Commissioners in the performance of their duties and to consider recommending the General Assembly amend or repeal portions of Session Law 1987-460.

Any Chance of a Reasoned, Civil Dialogue?

I'm a big supporter of the IFC and its mission.  And I support its desire to create a new type of facility, a transitional facility for homeless men and the need to relocate somewhere.  And I'm disappointed that there is opposition to the proposed site for that new facility.  But I also think that the dialogue has gone beyond civility and that the neighborhoods adjoining the proposed site are being unfairly demonized.  In the 12 years I have served on Town advisory boards I have seen many neighborhoods oppose many projects for many different reasons - some good, some bad, some rational, some irrational.

Mark Peters has his eye on you

Hey Mark, what's all this business about you making UNC's Director of Local Relations hand over her contact list? All you're going to find out is who wants to know what UNC is doing, in other words: everyone. 

I understand you've also asked the Town of Chapel Hill to share all official e-mail regarding relocating the homeless shelter. I can kind of imagine what you're trying to get at there, but I doubt you'll find anything useful.  So maybe Mayor Foy and the Chancellor Moeser made some kind of arrangement to transfer this land, that's already publicly apparent. What does that prove?  How will that help your neighbors' cause to keep the Interfaith Council's Community House out of the neighborhood?  It almost seems like you want to intimidate public officials, Mark. I'm not sure why.
