The Town of Chapel Hill Special Topics sessions return to the community with "Planning Models and the Future Townscape" to be presented at noon Wednesday, July 18, in the Council Chamber of Town Hall, 405 Martin Luther King Jr. Blvd. The public is welcome and encouraged to attend.

The Special Topics series began during the Chapel Hill 2020 comprehensive planning process as a way to share information with interested residents who want to know more about issues, trends and studies that affect the future. For past topics, see http://bit.ly/zi4gLo.

Garrett Davis, a long range planner for the Town of Chapel Hill, will provide an overview of the various types of planning models the Town uses to analyze and understand data related to future population and employment growth and related transportation and land use impacts. Models help planners gather and analyze information and predict possible future outcomes, based on a set of assumptions. The presentation, which will provide an overview of the current use of planning modes in the Triangle region and focus on the use of CommunityViz, an interactive software platform that integrates land use mapping and statistical analysis used by the Town during the development of the 2020 Comprehensive Plan. The presentation will be followed by a question and answer session.

Garrett develops analysis, Geographic Information System (GIS), and graphic design projects to aid the Town's planning initiatives. He also provides professional support to other Town departments and partner agencies.

Chapel Hill Town Council Adopts Comprehensive Plan

Unsurprisingly, the Chapel Hill Town Council unanimously (I think) adopted the Chapel Hill 2020 comprehensive plan earlier tonight. Despite the objections of many citizens on a number of fronts and the reluctance of some of the council members themselves, the process will now exit the extensive community input phase and enter a period of “continued engagement.” 

Though it’s unclear at this point what form that community involvement will take—from what the planning staff said tonight it appears it will mostly be small area meetings—it’s clear that if nothing else, the process has stirred people to get involved in ways that may have not been before.

Final Presentation of CH2020: Joint Meeting of the Planning Board & Sustainability Committee

On Tuesday, June 5th at 6:00 pm there will be a joint meeting of the Planning Board and Sustainability Committee at which the final version of the Chapel Hill 2020 plan will be presented. Although only the charges of the Planning Board and Sustainability Commission require that they make a recommendation to Council regarding this plan, other boards may submit recommendations to Council if they wish. Therefore, members of all the Town’s advisory boards are encouraged to attend the presentation as it is an opportunity for them to hear the same information and have their Chapel Hill 2020 questions answered during the public hearing.
 


The final plan will return to Council on June 25th.

Chapel Hill 2020 Crosses The Finish Line

Last night marked the last meeting of the stakeholder involvement portion of the Chapel Hill 2020 process. After brief introductions from the leadership of the process and town staff, the theme groups met to consider the action items drawn up by town staff based on pervious meetings. If you haven’t yet been able to have your say on 2020, you still have a few opportunities including:
  • The information meeting for the town advisory boards on Chapel Hill 2020 on May 10 at 6 p.m. in the Town Council Chamber
  • A “public information meeting” on May 14 at noon in the Town Council Chamber
  • A public hearing when the Town Council receives the plan as part of its regular meeting on May 21 at 7 p.m. in Town Council Chamber
Moving through the rest of the year and beyond, there will also be opportunities for involvement that aren’t directly related to Chapel Hill 2020.

Budgetopolis: Chapel Hill 2020 Meets Priority Budgeting

Chapel Hill's forthcoming comprehensive plan is supposed to accomplish many things, one of which is to guide Town staff as the transition to from an incremental budgeting system to one that is priority-driven. Since the Town is beginning to use priority budgeting this year, I have been unsure as to how this will work. Last week, as part of Chapel Hill 2020, the Town hosted a budget simulation exercise called Budgetopolis to learn more about value-based budgeting. This exercise, facilitated by staff from the UNC School of Government, was held at the NC Botanical Gardens. Because of my role as an advisory board chair, I was invited to participate.
