Living Wage
On April 9, Chapel Hill-Carrboro Schools will present an unprecedented living wage policy for full and part-time employees to the Orange County Board of Commissioners.
According to School Board Member James Barrett, the idea for a living wage policy emerged from a cost-savings discussion during the summer of 2014 to move some school janitors from district to contract-based employment. In doing this, the city would save money at the expense of a drop in wage for workers.
The unanimous board-approved wage decrease from about $11.50 to $9.50 an hour infuriated Barrett, who was not present for the vote.
“I raised a fuss about it,” he said. “I didn’t think it was acceptable to give our lowest paid employees a twenty-percent cut while at the same time giving our highest paid employees—our administrators—a three-percent raise.”
Later in September, Orange County Commissioner Mark Dorosin continued the discussion of a living wage for both employees and contractors in a joint meeting between the school board and the Orange County Board of Commissioners.
Last Tuesday (September 30), the Orange County Board of Commissioners, Chapel Hill-Carrboro Board of Education, and Orange County Board of Education held a joint meeting with an agenda that included overviews of the budgets for both school districts, the possbility of cross-district courses, and "affirming the shared goal" of a living wage for school system workers. Although the meeting lasted close to 2 hours, the topic of a living wage held the floor for 6 minutes.
A representative from Orange County Schools reaffirmed their commitment to pay their workers a wage of $12.76 an hour, although Commissioner McKee noted that, although called a living wage, this is "not a housing wage."
A representative from the Chapel Hill-Carrboro school system state that over the last 15 years, classified employees have averaged a 1.8 percent pay increase each year. However, this year, all classified employees will receive at a 3 percent increase. Chapel Hill-Carrboro City Schools will look into UNC's wage plan and the county's living wage level as they determine how best to enact a living wage for their employees.
Just one more thing, I know, but this hits close to home for me from my past Justice United work and the great cooperation we received from governments in OC.
PROHIBIT CERTAIN CONTRACT REQUIREMENTS BY LOCAL GOVERNMENTS
SECTION 5.(a) G.S. 153A‑449 reads as rewritten:
"§ 153A‑449. Contracts with private entities.
A county may contract with and appropriate money to any person, association, or corporation, in order to carry out any public purpose that the county is authorized by law to engage in. A county may not require a private contractor under this section to abide by any restriction that the county could not impose on all employers in the county, such as paying minimum wage or providing paid sick leave to its employees, as a condition of bidding on a contract."
SECTION 5.(b) G.S. 160A‑20.1 reads as rewritten:
"§ 160A‑20.1. Contracts with private entities.
The Executive Team of the Orange County Partnership to End Homelessness is interested in ideas for possible social enterprises in the county that could provide sustainable, living wage jobs for our homeless and low-income neighbors.
One possible model is being tried in Cleveland, Ohio, which though a much more urbanized area, could provide an example for us:

Holy Trinity Lutheran Church in Chapel Hill to launch a new agenda called "One
County for All." The Church is located at 300 E. Rosemary Street in Chapel
Hill.
The event is viewed as a new model for multi-ethnic interfaith
collaboration in Orange County. The Orange County Organizing Committee (OCOC)
seeks to bring about change on affordable housing, living wages, environmental
justice, education, healthcare, and quality of life for immigrant families.
