I was looking for some information on the Town of Chapel Hill web site about Halloween logistics yesterday, and I came across some interesting data. It seems that since the town instituted the new "Homegrown Halloween" rules in 2008 to keep the the downtown party more manageable, they have greatly reduced the size of the party, but the cost to the Town is about the same!
I don't doubt that the evening is a much safer and probably healthier one for most of Chapel Hill, but I worry that the clamp down may also put a damper on the fun.
The need for signs to help people find their way around town has been discussed for several years. The Town of Chapel Hill recently installed their first wayfinding signs. This initial step is welcome, but I'm a little disappointed with the implementation. First of all, I think they are needed downtown much more than at our entryways, which is where the program is currently focused.
A few nights ago I was driving home on MLK Blvd and got my first look at the signs. They appear to be white text on a light blue background, rendering them nearly impossible to read! In addition, the UNC branding would seem to indicate that these are signs for how to get to the University, rather than to a variety of local destinations. And of course if the signs can't be read from a moving car, then they aren't doing much good on a 5-lane road.
When I first learned about the proposed framework for downtown, I was amazed to see such big, new ideas being proposed by the consultant hired by the Town of Chapel Hill and the Downtown Partnership. This proposal presents an opportunity for Chapel Hill to do something visionary and to once again have a thriving urban center that is the envy of other communities. But.
The only way that this Big Idea will evolve into a Good Idea is if Chapel Hill can make this vision our own. Not only that, but I also think this plan might have trouble being approved in Chapel Hill without generating significant community investment in its approach. Or, as I said in June:
Given that development plans have slowed, one of the more immediate remaining questions about Carolina North is how people will get there. The Town of Chapel Hill has been studying the issue of how to best move pedestrians and bicycles, especially. They held several public meetings, and this week they released a recommendation. I'm very happy to see the town staff favored Route A, which uses Cameron Avenue, the Libba Cotton bike path, and the right of way around the rail line as it goes north from Carrboro to the Horace Williams tract. (See map below.)
In case you haven't noticed, I am on vacation and not able to visit the site regularly. I've been out since Monday, and I'll return about a week from today. Until then do not expect blog entries to get promoted to the front page or anonymous comments to get approved (although I'll drop in and check up IF I can).
