I believe I read there will no longer be "same-day-registrations".

I may have already posted this without my name. If the media reports are correct the early voting will start one week later 10/24 and there will be no same day registrations. The first date for political yard signs is tied to the early voting date so that may change.There may be law suits to prevent the implementation of this new law. We should probably wait before publicizing all the election date, rules and locations.  Loren

Just checked in with Gerry Cohen and there will be only 1 change from the Voter Suppression Bill that Gov. McCrory is poised to sign that will go into affect with our upcoming municipal elections:There will be an end of 16-year old preregistration starting 9/1/2013 but those pre-registering prior to that date will be processed as they turn 18.Voter ID kicks in on January 1, 2016 though starting January 1, 2014 voters will be asked for ID and if they don't have ID they will be informed about the new law and given information on what will be needed and how to get ID. All other provisions of this law will go into affect on January 1, 2014. Early voting will not be affected with our municipal elections in October/November 2013.  

"SECTION12.1.(j) This section becomes effective January 1, 2015. All voter pre-registrations completed and received by the State Board prior to that date shall be processed and those voters registered, as appropriate."

I may be reading off an earlier version of the bill which could be the problem. I had a date set up to do pre-reg at East Chapel Hill High during the lunch period in September, and was in the process of setting up pre-reg sessions across eastern NC as well for that month as well. I hope I can still go through with these.

The ratified version of the bill states:

SECTION 12.1.(j) This section becomes effective September 1, 2013. All voter preregistrations completed and received by the State Board prior to that date shall be processed and those voters registered, as appropriate.

Guess I won't be doing pre-registrations at East Chapel Hill High after all.

We decided if pre-registration was being shut down on 9/1/2013 then we would speed up our timeline, and will be doing pre-registration at the high school on the 8/30 instead, on the first week of school, even if it means having to drive the forms up to Hillsborough immediately afterward to deliver them in time.I get some satisfaction out of doing it on the eve of its illegality. Sticking it to the man!

Each site, with the exception of the one at Seymour Senior Center, will
be open from 9 a.m., to 5 p.m. Monday through Friday and from 9 a.m. to
1 p.m. Saturdays.

The Seymour Senior Center site will be open from noon to 6 p.m. Monday through Friday and 9 a.m. to 1 p.m. Saturday.

Rams Head hours are 9:00-4:00 M-F .

Thinking that the above time for Rams Head is not correct.

It's my hope that the municipal elections, even though the OSEV for this year is funded by the municipalities, will serve as precedent for next year's elections with a minimum of four sites and for the full period.

Here's the early voting changes in the recently passed election bill:1) The total period is reduced from 17 to 10 days.2) there is a floor in each county for EV hours. There are four base periods:  a. 2010 primary (covers 2014, 2018, etc primaries)  b. 2010 general (covers 2014, 2018, etc general)  c. 2012 primary (covers 2016, 2020, etc primaries)  d. 2012  general  (covers 2016, 2020, etc general)for each such election, NOT counting the BoE office, total all the site hours. At least that many site hours must be offered, but in 10 days, not 17.  For example, if in Orange 2012 general, there were 4 satellite sites with 12 weekdays w/ 8 hours per day and three Saturdays with 4 hours, we have a base of about +/- 432  hours. Not counting the BoE site, this requires at least 324 hours in 2016, meaning either more hours per day or more sites (the BoE office hours will be set locally, w/at least 8 hours each of the 7 weekdays and open til 1 pm the final Saturday).  The only new restriction, all sites must be open the same days and the same NUMBER of hours per day (not the same hours, one could be 9-5 and another noon-8). There is neither a prohibition nor a requirement of Sunday voting.

Same day registration at early voting ends after the 2013 municipal election, BUT address and precinct changes for those already registered in the county WILL still be allowed at early voting

While the election bill pending on the Governor's desk starts the early vote period one week later (10 day window instead of 17 days) it does set a baseline for early voting satellite sites. The baseline is satellite site/hours for four recent elections. The Board of Elections office itself will be open regular business hours the last 7 weekdays, plus until 1 pm the final Saturday. The BoE CAN have more hours per day or more weekend hours at the BoE office. Here are the baseline minimum hours for EXTRA early voting sites a. 2010 primary (covers 2014, 2018, etc primaries): 101*  b. 2010 general (covers 2014, 2018, etc general): 162  c. 2012 primary (covers 2016, 2020, etc PRESIDENTIAL primaries): 322  d. 2012  general  (covers 2016, 2020, etc general): 432 With the same number of hours in a shorter number of days, there will either be more sites than past years OR more hours per site in a given dayNote that the new law provides for a 2016 presidential primary the Tuesday after the South Carolina presidential primary. Right now that would be late February, and the 2016 322 site/hour early vote guarantee applies only TO THE PRESIDENTIAL PRIMARY. The regular May 2016 primary would have the 101 hour guarantee* in the 2010 primary, the ONLY satellite site was Morehead Planeterium

I am hoping that the munical elections will be used as an opportunity to clarify the new election rules and to enable everyone to get registered and obtain the appropriate IDs for the future elections. Today I talked with Tracy Reams at the Board of Elections and confirmed that same day voter registration will be allowed this year during the early voting period this fall.(Most of the new rules go into effect Jan. 1, 2014). Also requests for absentee ballots for the fall election can be requested now. (They could be requested as early as Jan. 1, 2013). Next year a formal form must be used for absentee ballot requests but for this year you may make a request for an absentee ballot by including your name, voting residence address, place to mail ballot, date of birth and signature. Phone number is requested but not required. For the ballot to be counted on election day it must be received the day before the election day. For it to be counted for the official election certification (think close races)  it must be postmarked by the day of the election.
