Northside Element

North Side School

  Yesterday I over heard an open conversation at Chapel Hill Inspection Department concerning Northside Element School. Three men were explaining to a Town employee why their company Bordeaux Construction should be allowed to circumvent town standard and requirements. The Town employee while quit pleasant was clear that was not to be the case. One of the three from Bordeaux Construction hinted to some use of power to force the Town staffer to renege.  These veiled threats did not the effect the staffers resolve that the project would need to meet the Town policies.

Board of Elections - Welcome!

Filing begins today at noon and closes in exactly two weeks. Races include Chapel Hill-Carrboro Board of EducationMebane Mayor and City CouncilHillsborough Mayor and Town BoardCarrboro Mayor and Board of Alderpeople, and Chapel Hill Mayor and Town Council.

There has already been a lot of discussion about candidates, and I think this will be a particularly interesting year. We'll have an opportunity to meet many of the candidates in person at The OP Posse's third annual Candidate Coming Out Party.

Advisory board restructuring input sessions provide a new way to have your voice heard

The Chapel Hill Town Council is moving forward with its advisory board restructuring process. As I described in an earlier post, the first stage of this process deals with creating a new advisory boards to oversee development review. Starting tomorrow (July 8) at 6:30PM, and continuing for the following five Mondays, there will be public input sessions at the Chapel Hill Public Library. The first session will describe what the input on this process will look like, and the next five meetings will focus on a specific board:

  • Transportation and Connectivity (July 15)

  • Community Design (July 22)

  • Environmental Stewardship (July 29)

  • Community Housing (August 5)

  • a restructured Planning Board (August 12)

Flash flood displaced person’s community Potluck fundraiser

An outdoors gathering  in our chill out garden space.

The coming Saturday Weavers Community Housing Association invites you to an informal chill out community POTLUCK fundraiser. In support of raising funds to support local communities affected by recent flash floods and displacement. Money will support financial assistance for local communities in achieving secured housing.  

Feel free to bring a dish, some drinks (alcohol & non alcohol welcome) recyclable cups or plates, snacks- games, fruit, poetry, musical instruments, games, hula hoops. Sit back and chill and meet fellow coopers, community members or join in some music, poetry, what ever you want to do. You do not necessary have to bring a dish for this, but certainly donations of money welcome either way, as we want to raise money here! Spicy vegan Daal will be available plus more. 

As we are limited to indoor space- We will gather outside (Weather permitting) At 6pm to whenever…

There will be a Butterfly donation box made by our very own Grannie for Justice.

Weather permitting—we may make a fire as it gets dark- or head to a local bar..

County names new CIO: what do you hope is on his todo list?

We've had several discussions lately about what some of us would like to see from county government in terms of communications and information technology. Perhaps the county naming a new Chief Information Officer will be an opportunity for a new focus in the county on open data, open standards, and information access. What do you think? The first item on my wishlist (half jokingly) would be to have him work with Public Affairs to find a better solution than using Microsoft Office to format emailed press releases. Why? Because Microsoft's use of proprietary stylesheets makes the formatting of documents break when text is copied into other programs, unless I go through and manually edit the code.

I know the folks in county government are hard working people with a lot on their plate, so I hope any suggestion is given (and received, too) as well-meaning constructive feedback. From an Orange County press release:

Section 8 Housing

Multiple strains on Section 8 housing are creating major worry for those who depend on affordable housing in Orange County. 

The recent floods are perhaps receiving the most news coverage.

However, General Service Corporation, which according to the Chapel Hill News, owns nine apartment complexes in Chapel Hill and Carrboro, recently announced that it will no longer accept rent vouchers. This means that as leases run out in the coming months, low income citizens will be thrown into housing crisis. With so little affordable housing available already, GSC's announcment means that the properties available to low-income renters will be even more sparse and hard to come by.

Additionally, a letter from Tara Fikes, Orange County Housing Director, that went out to HUD recipients this past week cited the federal sequestration as a strain on local budgets.  "Here in Orange County, this will mean a reduction of more than $250,000 in how much our Section 8 program will have available to pay in rental assistance," the letter stated.

Jose knows someone at the HUD office in Raleigh, and today I talked with two people in the national office. They said that we have grounds for filling a report.. Here is the exact wording -

"Housing discrimination based on your race, color, national origin, religion, sex, family status, marital status, sexual orientation, gender identity or disability is illegal by federal law. If you have been trying to buy or rent a home or apartment and you believe your rights have been violated, you can file a fair housing complaint." 

Both people with whom I spoke interpreted "national origins" to mean that non-U.S. citizens cannot be discriminated against.

Why I am running for Town Board

Hillsborough is a wonderful place to live. Its historic small town charm, tightly knit community, diversity, and commitment to parks and walkability make it a true gem of the Triangle. As more people discover Hillsborough, our greatest challenge will be maintaining our small town charm while making the town an affordable place to live, work, and play.

If I am elected to represent you on the Town Board, I would work to guide Hillsborough through this time of intense interest from developers to make wise choices about the kinds of development we approve.  We need to consider traffic, water and sewer needs, affordability, accessibility, and the aesthetic contribution any development or major change we make.

Chapel Hill has all the fun - at least in 2013 municipal races

In spite of the Orange County Board of Elections best attempts to stop anyone from doing this (see original PDF) I have copied the list of candiates and reformatted it into a vaguely readable list. If possible I will clean this up in a few days.

Most of these candidates will be joining us at our annual Candidate Coming Out Party today at 5:30 pm in downtown Chapel Hill, and I hope you will join us too. See all the details and RSVP on Facebook.

The Chapel Hill Town Council race will be where the party is. There are 10 candiates running for four seats, and only two incumbents.I expect the challengers have some pretty smart and interesting things to say, and some of them even have experience with local issues. For some voters, there are will be hard decisions, for some there will be clear favorites.

It's also very interesting that both our incumbent Hillsborough and Chapel Hill mayors and the unofficially-annointed challenger in Carrboro will all be running unopposed. When Lydia Lavelle takes office in December, I belive that we might be the only county in the nation with two openly-gay mayors! (Can someone fact-check me on that?)

The Chapel Hill-Carrboro School Board, Carrboro Board of Aldermen, and Hillsborough Board of Town Commissioners also mustered more candidates than seats so there will be competitive races there.

Just one more thing, I know, but this hits close to home for me from my past Justice United work and the great cooperation we received from governments in OC.
PROHIBIT CERTAIN CONTRACT REQUIREMENTS BY LOCAL GOVERNMENTS
SECTION 5.(a) G.S. 153A‑449 reads as rewritten: "§ 153A‑449. Contracts with private entities. A county may contract with and appropriate money to any person, association, or corporation, in order to carry out any public purpose that the county is authorized by law to engage in. A county may not require a private contractor under this section to abide by any restriction that the county could not impose on all employers in the county, such as paying minimum wage or providing paid sick leave to its employees, as a condition of bidding on a contract."
SECTION 5.(b) G.S. 160A‑20.1 reads as rewritten: "§ 160A‑20.1. Contracts with private entities.

Today I completed the State Board of Elections 5 part training module for campaign committee treasurers. I took it as the candidate so I could see what my treasurer has to do. The basic campaign contribution limit is $4000 but Chapel Hill has a special maximum of $300. Will the state legislature rules about preventing local governments from being more strict than state or federal laws cause that to be changed?  There is a long list of individuals (including immediate family) and groups whom are not limited to $4000. There are special campaign rules about media for example the size the wording of the statement that candidate committees have to place on their ads. Media includes a mass mailing of 500 or more pieces but it does not include any electronic media such as web pages or blogs. Will that change? Should it? I also took the time today to call Sen. Phil Berger (919-733-5708) and Tom Apodaca (733-5745) and complain about the proposed changes to election law: reduced time for early voting, restrictive voter ID requirement, reduced campaign disclosure requirements, new $5000 maximum donation etc. We live in interesting times.

Open Letter to Govenor McCrory

Dear Govenor McCrory:

Please pubically come out against Bill 589. And to veto the Bill. The bill takes away constitutional rights of people with disabilities, like me. 

I have CP, and I'm in an electric wheelchair, and the only way I can vote is to vote early, and once in awhile I have to vote provisionally. I have voted provisionally twice, because it is too hard to get to my precinct. The bill takes away these options. And, with the bill, my staff can't come with me anymore and get paid. And it makes it harder for people who aren't their own guardians to vote. This is against the ADA reasonable accomodations. 

You all should think twice about this. BEFORE passing it.

Section 8 Housing Crisis Update

I am actively seeking help to address this problem. As I wrote before, we are looking at the possibility a lot of newly homeless folk in Orange County. The best information I have says that the GSC decision to kick people out violates HUD, and we need to file a complaint. I don't know how to do this, but if you do, or know someone who can help, please contact me, or come to the meeting on August 2nd at the Human Rights Center in Carrboro at 4pm.

Enforcing the Smoking Ban

Last week, Chapelboro's Elizabeth Friend took a look into how Orange County agencies are (not) enforcing the countywide smoking ban (PDF) enacted by the Orange County Board of Health last October. I think this piece raises a few concerns worth discussion. For context, the ban officially took effect on January 1, 2013, but enforcement measures were not scheduled to begin until a few weeks ago on July 1.

I was happy to see the county enact a smoking ban back in October. This policy decision to promote better public health for all of Orange County's citizens is one that should be applauded -- I just wish the enforcement efforts were worthy of applause, too.

Bus routes to be brought for public input will include rural service routes, regional service routes, and the Hillsborough Circulator. How will local officials step up to the challenge from Raleigh Republicans?

A recent column by Kirk Ross in the Chapel Hill News makes very clear how increasingly relevant the N.C. General Assembly's shenanigans are to us here at the local level. In the past, many have debated the utility of municipal and county governments weighing in with symbolic resoluitions about state and national issues. Well pardon my French, but sh*t just got real in Raleigh this summer.
